Could have produced vs could produce

hi there: the following sentence was taken from Virginia Woolf's Mrs Dalloway:

"He was a perfect specimen of the public school type, she said. No country but England could

have produced him."

My question is: what's the meaning of "could have produced"? can we put "could produce" instead? what's the difference between "could have produced" and "could produce" in this context?
