No. Delete 'had'.

I can't think of a situation in which 'could have had hired' works. I am surprised that Mr M thinks it might be possible.

Alan has had many men hired for the job. I'm not sure if he had Luke hired, though. Luke is one of the men on the list that he could have had hired, but we'll have to check again to be sure.
