Could / Can

What do these mean?

1. How could I help you out? (If this is wrong, why? 'Could I help you out? ' is correct?)
2. How can I help you out?

I think that both could be used, but in different cirumstances. I think you need to be clear about the phrase 'help you out' as well, it is not the same as 'help you', which is perhaps what you need more commonly at the end of these sentences. 'Help you out' is an informal offer of help - to get someone out of a problem.

Imagine you would have a problem and you'd ask me for help, if my answer is

a) "How can I help you out?"
--> this would mean that there are several things that I know of that I can do for you , I would answer: "How can I help you out?".

b) "How could I help you out?"
--> this would mean that I would like to help you out but actually I have no clue at the moment

"How could I help you out?"

could be,

1) Identical in meaning to the situation as "How can I help you out?" is but offering in a more tentative manner, more polite, more unassuming manner.

"Can I help you out?" AND "Could I help you out?" can be identical, using is just more polite.
