could be/could have been

Hello, I have a question.
When I have a sentence "He cannot be a millionaire." and I was supposed to put it to past tense, the key said, it was "He could not be a millionaire."
My question is - why isnt it "He couldnt have been a millionaire."? What is the difference? Thank you.
