Could be x could have been

Hi guys, I have a grammar question. I saw a video clip a few hours ago. There is a spoken intro in the beginning. Check it here

This girl is saying " I just wish that you could have been here instead" I wonder why she didnt say "I just wish you could be here instead" Whats the difference? I think that she used that first one sentence cause she meant the past(opening the present in this situation -which also works like sort of time reference) Am I right?
