A. Is your brother Charles still in town?
B. No. He had to go back to New York sooner than he has planned.
A. Oh, that's too bad. I had something to ask him about.
B. You can always email or call him.

In real English, that would be a good answer, but the test maker wants you to choose 'had planned'.
