Could anyone please help me for this sentence?

I have found interesting sentence from website of cambridge dictionary about "litigate" defined that "to ask for a disagreement to be discussed in a court of law so that a judgment can be made that must be accepted by both sides in the argument" and I wonder whether "that" in above definition modifys "a judment" or "disagreement" ?

There are two "that"s, but I assume you are referring to the second one. "that must be accepted by both sides in the argument" modifies "judgement".
