Could anyboy give me an explanation of the terms?

I read an article about the computer monitor (display) and run into the following passage. I am not quite clear about two terms. Would anybody explain?

Passage 1:

To run the self-test:
1. Power down the computer and monitor.
2. Unplug the video cable from the back of the computer.
3. Cycle power to the monitor.

If the monitor is functioning properly, you will see a self-test box that reads:
No Signal

My question is: what does the word cycle mean in this passage? Why is this word used in this sentence?

Passage 2:

The picture is scrambled on the computer screen.

My question is: what does scrambled exactly mean here?
