To me, "MC" means "master of ceremonies" and that has no connection whatsoever with a dormitory.

He is not a student. He is employed by a secondary school to in charge of the security, food of students and the everyday life of student.He is not a teacher too.

When I was in college, I had a "dorm mother". She was in essence a sort of advisor and chaperone in the dormitory. Her duties were basically the same as what the duties of an "RA" would be. She did not really have much to do with security, and she was definitely not in charge of food.

Someone in charge of a whole school might be called a "headmaster", for example.
