Could anybody give the ideas of the differences of play and play with (below is what I think)

We use "play with" in any situation unless games of balls ,cards and chess.

They are playing with fire/water/stone/ball/fitball.
They are playing cards/ soccer/chess.
Could anybody check for my ideas?
