Could and Would

Could anyone please explain why "would" and "could" used here? Is it for describing a "hypothetical" situation? If not, please explain.

A: You can't tell me where the mannequin came from?

B: I told you I don't know.
A: Well, Is there somebody around here I could talk to who would know?
