Could and possibility in questions

Hello everybody,

I have a question concerning the use of "could" when expressing possibility. I know that "may" or "might" cannot be used in questions when expressing possibility. Instead, we use "likely to". Does this stand for "could" as well ?

He may / might be late for school. Is he likely to be late for school ?

He could be late for school. "Could he be late for school ?" or "Is he likely to be late for school?"
