Could a musem be a person?

I did a test in which there was a question like this:
That’s the museum _______
A. about which I’ve heard many good reports
B. which I’ve heard many good reports about
C. that I’ve hear many good reports about
D. about whom I’ve heard many good reports

I chose A though I think that A and B are both correct, even the same. But surprisingly, it turned out to be D when I checked the keys.
Please tell me what is correct.

The answer key is wrong. D is not correct, and not even something you would hear as a common mistake. No one would use "whom" to refer to a museum.
