Could

"There are 6 people, and 1 could walk away with money."

Does this mean that it is possible that one of the six people will walk away with money, but not 100%?

EDIT: I just finished the show, and apparently it is guaranteed one person would win the money. Is this a poor choice of words but is okay because it is informal, and people know what the talk host means?
