Hello,

Why is "could" used in the dialogue given below?

A: If you like the fish, this is the best place in the town. You COULD have some sweet peas and mashed potatoes. What do you say?

B: I say that you can not say all of these things just from one dumb inkblot.

Is this showing to POSSIBILITY OR SUGGESTION?
