Could

Hi,

Why is " COULD" used in the following dialogue?

A: Abandon all hope you who enter here.

B: That is not a very nice thing to say a girl, especially when you were not sure even it was me.

A: I know it was you.

B: How COULD you? I have never been on time before.

A: I have always had faith.

Does it show to the past tense of CAN?

Since it follows "I know it was you", I don't see it as past tense. I see "could" as treating the other person's knowledge as hypothetical rather than factual.
