Why is "COULD" used in the dialogue below?

A: Listen sweetheart!
B: Sweetheart? Is there someone here I can not see. Whom you have right to call sweetheart? COULD it be that well Donald?

Does it show to possibility or is this just a way to ask a question in a polite way?
