Correlative conjunctions

would you please tell me of the 'or' is correct in this sentence or not?

Although Canada's Parliament can neither administer or enforce laws nor initiate policy, it does have the power to make laws and vote the allocation of funds.

Normally we say "neither ... nor" not "neither ... or".

Normally we say "neither ... nor" not "neither ... or". You might be put off using "neither ... nor" by the second "nor", but I think with a comma it's OK:
