Correlation between pronoun and noun clear?

Hi. Please help. I wonder if the pronoun-to-noun references are clear for the example sentences below. I am sure the underlined words "when" and "where" are pronouns (even though I am not very sure).

1. Are there circumstances when (should it be "where"?) one is preferred over the other?

2. We live in a time in history where (should it be "when"?) the world has a unifying language.
