Correctness of these tenses

Would you say tenses under these circumstances are correct?

1. (Let us pretend this is a very short story)

Once there was a man with a dog.... He was hurt and got home late. As for his dog, he has never seen it again.

2. (Let us pretend that he is talking about a person and what John said and did. And doing it in a way to cover what he has said (Is this tense correct? Note that I have used the past tense in "... what he said" right before) line by line to a group of people.) Could this be done to highlight the part in the present tense?

.... After that, John said he was willing to go to the market and pick up a carton of milk.

And he actually bought the milk and came back home.

When he was home, he says this ...
