You need to have something for 'someone' to refer to.

I am able to follow what you are saying. But still I want you to give an example to be clear about it.

When you use 'someone' like that, the reader wonders who the word refers to.

eg Is it the President of the Institute?

eg Is it one of the employees of the institute?

eg Is it the Institut
