Can I say,

(b) I heard the gun’s sound at my back. They wore masks.

Even so, it could be read as "They ordered... and [they] put" instead of what I believe the intended meaning is, which is "They ordered the customers to remain silent and [the customers] to put..."

Add the "to" before "put" and tht ambiguity goes away.

You order someone to do something, or you give someone an order to do something. You cannot order to someone to do something.
