Can I say,

(8) He drinks water to quench.
(9) They are crossing (over) the overhead bridge.
(10) He put his luggage onto / on the carousel.
(11)The goldsmith is making / doing a gold necklace.
(12) He learns / practises judo every week.
(13) The duck has a webbed feet.

2. He drinks water to quench/slake his thirst. (I would choose "slake")

3. They are crossing the overhead bridge.
