Correction please if any?

Today in one newspaper I found the sentence:
On Sunday, the minister had also said that the writer can move to India if he didn't feel safe elsewhere.
Here I doubt about "can"

Thanks in advance. MSoni

Is there any difference between your two sentences. Is the sentence reported in newspaper wrong.
