Correction

Hi,
I want to ask you about two thing the first is:
when I must use 'By' because I be so confused with this word and how to use in the sentence, as example :
Do you believe that people killed by the terrorists?

and the other thing is about Question, If I want to ask about things, I must always end it with question mark? , Here an example :
-- " Hi, There's any grammatical errors or syntax errors here" --
-- " Hi, There's any grammatical errors or syntax errors here?" --
---
