Medically, it is allowed to write "13 x 14 meter room / 13 x 14-m room". It is called suspended hyphen. Suspended hyphen connect two or more prefixes or adjectives to the same term. In medical documents, we have to use suspended hyphen after each prefix or word in the series.
For instance:

1. This general ward is a 13- by 14-meter room.
