correct/incorrect sentence

Is present tense suitable for the sentence below even when the report was filed yesterday?

The report filed by Bob says some of the cell phones get into hang state where the cell phones can't transmit nor receive after running for 5 hours.

Also, would it be better to restructure the sentence as following?

The report filed by Bob says after running for 5 hours, some of the cell phones get into hang state where the cell phones can't transmit nor receive.

Present tense is fine even though the report was filed yesterday. The situation is a current one. Either sentence is ok but the second needs to have the word 'that' inserted between 'says' and 'after'.

Either sentence is ok but the second needs to have the word 'that' inserted between 'says' and 'after'.
