To be honest Clive I'm not sure what my friend wanted to say... His English is pretty bad and I just tried my best to express what I think he wanted to say.

My guess is that what he wanted to say would be something like this: Unless a specific request is received from party B (that is located in a foreign country) no funds shall be transferred from China (where party A is located)
