You may use either. It's complicated by the fact that "food" may be both countable and uncountable. " What do they mean??

"Chinese food." "Chinese foods." What do they mean??

"You'll find it in the frozen food case."

But where the case is a whole isle long, the sign usually says, "Frozen Foods."

"food" (and hence also "frozen food") may be uncountable or countable. In the uncountable sense, meaning the stuff in general, it has no plural. In the countable sense, meaning food of a particular type, it has a plural "foods".

To me, "frozen food" and "frozen foods" are both acceptable on signage.
