The two words do not mean exactly the same thing.

"The ambassador responded correctly [according to protocol], but a little show of anger would have been appropriate [suitable to the occasion]."

Correct: ways, methods, patterns, procedures etc…



Appropriate: Manners, behaviors, actions, protocols.
