Correct way to present headings

And, when writing headings, all words (no matter what are the words), they must be capital letter, right?

Why do I say that? Because what is being presented is to inform the reader only. And if the document is going to a number of people, I wish them to undestand that this is only to inform them and that they need take no action.

I would normally put capital letters in this kind of heading.
