Correct use of the modal 'would' in ellipted if-clause context?

Hi, do all the use of the modal 'would' is indicative of an ellipted if-clause?

Hi, Sue. As to your last night's question, yes, I think he would be a perfect person for your sister. He would be a good friend for her to talk to, and I believe he wouldn't take advantage of her. I would recommend him wholeheartly. He has my stamp of approval.
