Correct use of semicolon

Does the following sentence have the correct use of a semicolon?

"The article traces out the origins of the support for controls; It details that while support has always been wary, initial signs of support were seen in 1939."

I am slightly confused with the comma in the second part and the use of the semicolon prior to this.
