Correct use of grammar?

My company, which is specified in software testing, uses a slogan: 'How high would our limits be if we did not test?'.

I have a bad feeling about this sentence, and I don't think it's correct English. Can someone back me up here?

Do you mean your company specializes in software testing?

But I'm in the same boat as Mr. M - I have no idea what the slogan is trying to convey!
