'on THE one hand... one the other (hand)' is the correct alternative.

Confusion arises chiefly because of the expression 'on (the) one side... on the other', where the is optional in the first case.

I always use "on the one hand" if there's another clause following with "on the other hand" in a situation where I am presenting both sides of an argument.

I use "on one hand" if it's a literal hand, as in He has a scar on one hand.
