Correct usage of the word "time"

Does the following sentence make sense? Has the writer used "to speak" and "understanding" in the correct way to define them as an "important time?"

" Learning how to speak and understanding language is an extremely important

time during the development of children, and using literature to help with this process can

be a tremendous asset."

To me, learning "to speak" and "understanding" is not a "time" in the development of children. Instead could you say....

This stages requirements are to teach children the level of knowledge needed on the way to where the child can speak and understand the language. The learning process in this developmental stage is extremely important since the younger the child, the easier it is to learn, understand, and speak a language.”
