Correct usage of It is only....that...

I'd appreciate if anyone could help me on this -

How do we say 'We play holi only in India' in an It is only..form;

Would it be -

It is only India that we play Holi in.
It is only India where we play Holi in.
It is only in India, we play holi.

Moreover, can anyone please explain the generalization of the phrase 'It is only ...." to me.

Shouldn't it be '

It is only when you take control of your life that you come to know you are alive.
