Correct usage of congratulations

Dear all,

Please tell me whether the following usages are correct. If yes, I would like to know which one is commonly used by native English speakers.

1) Congratulations, Tom.

2) Tom, congratulations!

3) Congratulations Tom.

4) Tom congratulations!

Of course in speaking, 1) and 3) are the same, and 2) and 4) are the same. We say and write 1). Or we mention the person's name earlier and say 'congratulations' by itself, thus: Good work, Tom!
