Correct usage.

She is a best song writer.

I used to paint to this when I was 19 living in a halfway house in Phoenix, AZ

I know the first example is wrong. It should be: She is a great song writer. But both best and great are adjectives ?

And on the other example: Is a and conjunction required before living or a comma, or no punctuation. Is it wrong as written?

And here: Is the comma optional or necessary?

What is the term for a new law, presented to Parliament?
