correct this please

Hi,

I was walking toward xxx Subway Station when I saw a beggar with a hat lying on the asphalt floor, prostrated and his face faced downward. He was asking for change in a low voice but I couldn't give him any. (How could I? I only had enough for a ticket home.) Then, it struck me that this person was the same person that/who was begging for change at another station. Back then, he was begging for dollar bills, not change. "How strange," I thought. Again, I would have given him a one-dollar bill had I had some money with me, but only had enough for a ticket home back then too. I wish I had more money to spare so I could give out when a needy person asks for it.

One more question: When can I use "How could have I?"

I think your correction of "who had been begging for change" isn't good since its passive past continuous is unwarranted here; the past perfect "who had begged for change" would be good, I think.

I think your correction of "Again, I would have given him a one-dollar bill if I had some money" isn't correct since the if-clau
