Correct this please

Hi,

Please correct this writing. Personally, I think the thing I am going to say has been propounded by many in the past.

A lot of people have asked this same question, which is "What is the most effective way to learn English fast?" And of course, there isn't any easy answer. If a person has found the easy answer, everyone by now would be using it to learn English as fast as they could.

I personally think the fastest and easiest way to learn English is watching the movies in English that have English subtitles. Each person may have their favorites but choosing the movies they like and persistenly watching those movies in regular intervals, like two movies a week, will help them learn English effectively.

A person should try to maintain the high level of enthusiasm and interest intact at all times and day by day, I believe that person will experience the rise in the level of his or her English skills.

Would you say the verb in the sentence below, which is a sentence used in the original post, needs to be in the past perfect tense because of the phrase "by now"?
