ChennaiOne Infrastructure.Hi &lt;HR Name&gt;,Earlier my relationship was in Sholinganallur. On the May 2007 our relationship shifted to ChennaiOne Office, Thoraipakkam. Now its 2 years since we moved. I think around 5 thousand to 10 thousand associates are working in ChennaiOne office. Some associates come by 2 wheelers, &lt;CompanyName&gt; bus(after increasing bus fare many associates started using the public transport), managers come by car and rest of the associates who come by public transport get down in Jain College and use auto/walk to reach the office. During day time there is no issues for the associates who use public transport. In evening associates leave the office after 7 PM. Its nightmare to walk from Chennai one office to Jain college, there is no street lamp facility. Are the Management/Admin not aware of it before setting up the facility in ChennaiOne or they are aware of it but they dont care about the safty of associates? -Especially for the lady associates. Admin people can check with any associates who go by walk from ChennaiOne to Thoraipakkam Jain College. Its two years now when we moved to Chennai One office, i was waiting that our management will act on this. But nothing has happened till now!. I raised this concern in Pulse 2008 but nothing has happened, i know they wont be reading each and every people's concern. We the associates are paying  huge amount as tax (Approximatly 1000 Rs per Month * 5000 Associates from ChennaiOne office). = Rs. 50,00,000. Cant Goverment pay back the little amount of it for our safty.  I know the admin people can make it happen to install street lamps from ChennaiOne to Thoraipakkam - Main Road, but why they are not doing it. Atleast the Male associates can manage, but what about the lady associates. I have seen many times lady associates walking alone after 7 PM. Whether company is going to wait till, some incident happened for an HP Associate (Prathiba, Bangalore - Murder). Dont the management consider the infrastrucrue before setting up the facility?The admin/Management people come by  car and really they dont know how the associates are suffering. I request the admin/management people to take a walk after 7 PM from ChennaiOne office to Thoraipakkam. then you will understand the sufferings of our friends.The pathway from ChennaiOne to Thoraipakkam is really horrible, most of the roads are occupied by dumps and Buses, then how the associates will walk. Its not that company has to provide security for the associates inside the Office.Its the responsibility of company to ensure that associates reaches office savely and leaves to home safely.I  Know management can initiate on this but why still they are not doing it?.....

Your letter is too long. You repeat a lot, and say things that are not relevant to your request. If you attack the management, they will just get defensive and ignore it as a lot of whining.
You should be professional. "Hi HR Person" is not formal and professional.

It would be ideal if you could get a lot of your co-workers to sign a professional and polite request like the following:

We, the undersigned, are concerned about the safety of our colleagues, especially the women, who use public transport to get to and from the ChennaiOne office. We have to walk down unlit and crowded streets to get to the nearest bus stop at Thoraipakkam Jain College. The evenings after 7 pm are particularly dangerous; not only can a pedestrian not be seen by the traffic, but she could easily fall victim to a crime.
We have raised this issue before, and it is getting to be critical. The best solution would be to have street lighting installed along this route. A major facility such as ChennaiOne is paying its share of taxes and should be entitled to its share of city services. We request that company management petition the city government to install suitable lighting as soon as possible. We know that it can be done, and it will make ChennaiOne a much more attractive, secure and safe workplace for the associates. Please let us know how we can push this forward.

It's not that company has to provide security for the associates inside the Office (The company does not provide security inside the building either?) . It's the responsibility of company to ensure that associates reaches office safely and can get ~~leaves to~~ home safely.(Is that responsibility listed in your work contract?)
