You cannot use present perfect with a specific past date.

I see the problem now . In Indian English till date means to date.
Would the following be correct then:
This has been how it has worked to date
This has been how it has worked until now .

If worked, the simple past, is used with the specific past date, then how come the present perfect, has been, is used? Talking about past things that happen before other pas

The writer/speaking is supplying a piece of new information, and it also may work like that again in the future. Present perfect could have been used for either reason. Past perfect only works with two past dates.
