Which is correct and why?

We expect the new shipment to arrive towards end of November.

two reasons
!) "to arrive" is the usual way to say that.
2) The second one would be better with 'expect that the new shipment will....'.

Well if you add an 's' on the end of toward in the second sentence, then yes both sentences are OK.

"Toward" is American, "towards" is British.
