Correct sentence !!

This question is concerning employees of an organisation.

Well, its a fact that no employee is expected to come to work under influence of alcohol or drugs.

Recently, they have issued a copy of code of conduct to everyone and I think that there is a mistake in the sentence which gives rise to opposite meaning to what it is meant.

The sentence is:

No Individual licensee shall

a) be unfit for duty, while working, through consumption of alcohol or drugs

b) conspire with another person or aid abet another licensee in a breach of this code.

In its present form, it sounds like that one can not be declared unfit for duty. You can't use no with unfit.

Either you can NO or UNFIT.

If we want to use NO, we need to use fit in the above sentence

Or

If we want to unfit , we can not use NO in the begning.

Please advise me on the above.

It is a double negative. Just like in maths minus x minus = a plus. (-2x-2=4) Therefore the same meaning could be; All licensees shall be fit for duty etc.
