"I'd like to speak to you about X." (I'm gonna tell you how it is!)

"I'd like to speak with you about X."
(could be a polite version of "to," or it could mean, "Let's have a discussion about this.")

Often, no diference inmeaning is intended.

But here are a couple of comments on subtleties.

--I will speak WITH you. Sounds a bit like we will have a conversation.

--I will speak TO you Sounds a bit like I will speak, you will just listen.
