Correct semicolon uses?

Hi. Please help. Could you tell me whether semicolons are correctly placed in the following sentences?

1. It is to ensure the use of research efforts to markedly improve drug abuse and addiction prevention; treatment and policy.

2. They advise him regarding changes in the organization, management, budgeting, and personnel of the groups that could affect the company's long-term viability; and regarding the company's compliance with appropriate local and federal laws.

3. There is a very fine line between the real and unreal; between reality and dream.

Hi. Thank you. I think I heard from someone who is fluent in English that when you have two clauses that are joined by coordinate conjunctions like "but" and "and," and the first clause has one or more commas in it, a semicolon could be used before the coordinate conjunction. Is this correct?

That is incorrect. Replace the semicolon with a comma or delete 'and'. Without 'and', the semicolon is OK, but a colon would be better.
