Correct proposition in this sentence?

Sentence : We paid (or gave?) 10 thousands dollar bribe to a Minister to /for cancel the transfer of our Engineer relative.

My question: Which preposition, to or for, would be correct to use in the sentence? And can the words "paid" and "gave" be used interchangeably in the sentence casually?

Though I think if have written the sentence in proper grammar and syntax but if there is any error then please do point it out. Would be grateful to you for that.

"Paid" and "gave" are interchangeable here.

Use the infinitive "to cancel the transfer." We paid him to do it.

"The transfer of our engineer relative" seems a bit unnatural, but the grammar is okay.

(No need to capitalize "engineer" in this case, by the way.)

Yes, he is a government employee. Thanks for answering my question. The example that you gave for explaination was very helpful. Can you suggest me some alternative phrases for that unnatural looking line? BTW I hope that unnatural appearing line is not grammatically incorrect.

Will the article "a" be used be used after the word "paid/gave" in the sentence that I mentioned in my first comment? Even if I pluraze the word "thousand"?
