The accurate answer for the first question is " Did he mean me " ... it seemed to be unclear when you use the proposition ( with ) or it's probably wrong ... about the second question ... so it's apparently the second choice " How much money have you got with you ? " so it's the correct answer ....

Wait for the answer of a native speaker. I can be right, of course. It just doesn't sound natural and very common to me. I'd prefer the other version.
