Correct preposition?

Hello,

In the following sentence:

"A persisting challenge is to find such a model of health care funding that assures a sustainable share of health expenditures in gross domestic product (GDP) on the one hand, and assures high quality of health care and a decent income for health professionals on the other hand."

is "in" the correct preposition in "share of health expenditures in gross domestic product"? (I've been also considering "on".)

If there is anything else wrong with the sentence, it'd be great if you let me know.

I think "on" would be preferable. ". You would tend to use "persisting" only when referring to a person continuing his/her endeavours to do something - for example: He was still persisting in his attempt to complete the course when most other people believed that he had no chance.

I think "on" would be preferable.

Also, I would say "A persistent challenge..." rather than "A persisting challenge...". You would tend to use "persisting" only when referring to a person continuing his/her endeavours to do something - for example:

He was still persisting in his attempt to complete the course when most other people believed that he had no chance.

Thanks, Bruce, for answering. However, wouldn't "expenditure on" suggest that the health expenditure is spent on GDP? The idea of "sustainable health expenditure" I'm trying to express should mean that a country is able to constantly keep the level of its health expenditure at e.g. 7.5% of its GDP.
